I first asked the question "should common citizens be allowed to own guns?" Now however, if common citizens are allowed to own guns, should they have any qualifications? For example, if grandma does not have any training, and is alone at home, should she be allowed to own a gun? If there is an ex-convict, with training and seems to have changed, should he be allowed to own a gun?

There should only be restrictions on semi-automatic weapons or military-style ones that have no use other than to harm someone. How many hunters would use an AK-47 to shoot a deer? I strongly believe in the "right to bear arms." But, we can't let the public out-arm our national guard or law enforcement agencies. If by chance, the law needs to include these arms in the event of a pending invasion by another country then we would always drop certain restrictions in our defense.

Lets not make new law there is enough of that stuff going on. The law now states if you are convicted of a felony you loose certain rights like to vote or own guns. I do think that you should be familiar with your gun before permitted to carry it but most gun dealers will show you how all of the parts work. Then remember the basic safe shooting practices first only load it when your ready to shoot, next keep it pointed in a safe direction then keep your finger off the trigger until ready to fire. After you master all of this you are ready to role.

Personally I can work any piece of my gun in the dark. I can break it down and put it back together in the dark in about 2 minutes. I have used the same gun for almost 2 years now and using it is as automatic as breathing.

Some states require that the owner to take a safety class before they can purchase a firearm. In California, this class will be waived for former service members who show their DD 214 when they purchase the weapon. An ex con should NEVER be allowed to own any type of firearm.

Oh and Jack.......... The wait time in California is 15 days so the background check can be completed. Don't believe everything you see on TV. Not everyone in America is packin!

Training, or gun safety has been handed down from parent to child in my family for generations. Grandma, needs to get Son, Daughter, Grandson or whoever to teach her how to shoot. If the ex-con was not a convicted felon or is a convicted felon with his civil rights restored he can own a gun. This training issue though should be handled at the family level. It's more effective when I teach my son/daughter to shoot and how to be safe with a gun at a early age, than it would be if the government were doing the training.

Okay if you want to put a qualification on the 2nd Amendment, let but the same training requirement on the right to free speech, freedom of religion and the right to vote.

Nobody can vote without proper training on all the current issues and the stance and voting record of those politicians.

How about a news journolst can't report on a subject that he/she doesn't have a degree in?

What's more, some of the people who need protection the most are poor people that cannot afford hundreds of dollars it takes in training to become really proficient in tactical firarms use.

Most countries that allow citizens to own guns require an in-depth background check and it is a must that the owner be qualified in the use and storeage of the weapon.

I think that in the US, you must have a pulse and an IQ over 40.

How do you propose to see if everyone is qualified with the guns they own? The law would be unenforceable.
