If by visible you mean visible with naked eye, the answer is NO. In fact, FLIR don't "emit" anything. It's a strictly PASSIVE system.

No. FLIR systems never project a visible beam instead it uses heat of the object to see it and normal IR systems project IR beams. FOr more details refer wikipedia.- Kamal

Kasey (Answerer above) is correct in saying that the FLIR is strictly passive. Its a focussed receiving system that usually operates in the 3-5(MWIR) and 8-12 (LWIR) micron bands.
