Man I had so much info for you and my browser died.... I will give you the short version. Always type in a note pad and copy and paste the info into the browser afterwards.

Since I do not know what a network engineer does, I can't give you your salary so you have to look it up with the web site I provided for you below (JobFutures.ca).

I would recommend the following cities because your main concern is finding a job right away. Remember, in Canada, it is not what you know, its who you know. Since you will know no one, its very important that you place yourself where you are in great demand. These are:

Toronto, Mississauga, Ottawa, Vancouver. Of these four cities, Ottawa is the cheapest and safest. It is also a very white collar town with lots of IT, government, and office work.

For security sake, I will give you a situation that if you can live in the most expensive city in Canada then you can make it anywhere. That city is Toronto. Unlike Ottawa which is somewhat isolated from other cities, Toronto has a multitude of surrounding cities that are all connected to its main hub we call Highway 401. In a 100km radius you have access to a dozen other cities - you are sure to find a job.

TORONTO: Cost of Living - 2 adults+a child
Rent (2bed)......$1100 + hydro (some will include)
Food.................$ 350
Hydro.................$ 80
Telephone.........$ 32 basic phone - features cost $3 each
Cable................$ 35 basic cable
Internet..............$ 51 high-speed/ dial-up for $18
Transportation..$ 100 each person
-------------------------------
Total..................$1713

Make sure that you have the required tickets/license to work in Canada. Many people come to Canada like Doctors and are now driving Taxi's and working God knows were.

I hope this helps.

Im from the UK and have been considering emigrating to Canada. From emailing the relevant departments in the Canadian government and their embassy in Britain it seems there are two basic ways to get a job there. Either be given a temporary visa based on your academic qualifications (school, unversity etc) or be granted a visa for being a skilled worker in an profession there is a demand for. This government site will probably be helpfull

From what I know of the country there are genrally low crime rates especially compared to the United States and the standard of living is quite high.
