It depends on what company and what you mean by pull your credit. If it's anything that you initiated like a new job or loan, then they need your permission. They will order a full credit report and sometimes a blended report from all three credit reporting agencies. If its something like a garnishment or a company interested in seeing your credit activity to justify your worthiness, than no, they do not need your permission.

If you are speaking of an employer, you probably signed permission for them to check your credit and references when you filled out your application
If you are speaking of a company that is considering lending you money/extending you credit, again, you gave them permission when you filled out the application.
And the government allows credit companies to "share" information about your credit to companies that do the pre-screened offers. You can stop that though, there is information on stopping it included with the pre-screened offers that come in the mail.

Depends on what you mean. If you apply over the net for credit then no, they have your permission by you applying. If you go to buy a vehicle you fill out a credit application and sign it. Same with department store.
The credit bureaus share your information with a lot of companies, this is why people get pre-approved crap in the mail. You can opt-out of this by going to https://www.dmaconsumers.org and follow the directions, this will remove you for 5-years.

If you applied for credit then your application is their written permission. Some employers also can pull your credit report to research your character, but you have had to sign something allowing them to do so.

Your credit report is in a sence your private possesion. It would be considered stealing if you didn't sign anything and plus it has all of your personal info on it.
