0845 numbers are only charged at local price, 09 numbers are the expensive ones!

You are quite right to be concerned as these numbers do not have a tariff that you can refer to. In general the 0845 numbers are fairly cheap and are supposed to be at the local rate. The 0870 numbers are very different as the owner of the number can charge almost what they like. They are charged a low cost by the phone company and they can double, treble or more the charge you pay to call them. That is why you are often kept hanging on so that the profit goes up. What is annoying is that many of us now have an inclusive charge and do not pay for any calls as an extra. These numbers break that free call arrangement. Try saynoto0870.com

Are you speaking of owning them or using them? Using them there is little you can do but they are not that expensive to use as 0845 or non geographical numbers are paid at local rate for the consumer the owner paying a proportion or flat monthly fee.

Owning them is another story, there are hundreds of companies providing them just look up non geographical number providers on the internet

I use saynotto0870 all the time as my company has put a bar on these numbers (even though we may need to call them!!)
Depending on the company concerned if you know the number of a local branch you could ring them and then get them to put you through or give you the number on STD.

A lot of companies who use these numbers now offer some sort of internet based helplines have you checked for an email? Save you spending hours on the phone!
