By and large, the atmosphere moves right along with the Earth's surface. When it does not we feel winds, but not the 1,000 mph+ winds we would have if the atmosphere did not move. Actually, friction between the surface and the air, and between air microlevels, keeps the atmosphere moving at the same angular velocity as the earth

You would feel the wind movement from the Earth's rotation if you were high enough off the ground. Buildings, topography, and trees all block or change wind movement on the ground. The rotation of the Earth causes the Coriolis effect, which is the driving force behind the prevailing winds.

we don't feel the movement of the earth because we move with it
e.g if you are in a car which is going at 50km/h will you sense the car moving if you were no in contact with the seat...obviously the answer is no
