yes some guys do do that..you dont have to like a person to wish then happy valentines day,but thats normally why people do wish....he might be the type of guy who likes to make every girl feel special seems though thats what girls do like to feel...so maybe he is what we call it,;a ladies man...

Only if he asks you to be his valentine, can you be 99% sure he likes you. Other than that, can't be sure.
