I am going for an offroad and a short hilly road, and sometime long distance road tour. (40 - 100km) My weight is 56kg and height is 158 cm. (5 feet 3 inch) I prefer a Hard Tail Frame.

you'll want a mountain bike with a frame size of 13-14 inches. Try the Trek 6500,6000, or 4500, Giant Boulder or Yukon, Specialized Rockhopper or Hard Rock. These are nice ways to start.

This is down to pursonal taste. I might recommend a few frames etc, but you have not specified a budget. Anyway:

Giant XTC is a good all rounder.£500.

The GT Avalanch frames can be a bit heavy. Avalanch 1.0 = £550

Claude Buttler, Cape Wrath, A little boxy, but a good machine £550.

Scott do good frames, but you might find that the components are a little weak at the lower budget.

If you want a good frame, anything by Marin.

5'3" - female geometry bikes are viable in Scott.

Give me a budget and I will try a recommendation. Failing that:

get thee to your local bike shop and get fitted... it is worth the extra time and effort.
