Yes. This whole universe is permeated with subtle vibrations beyond the normal scientifically measurable wavelenghts. Every thought sends out a vibration into the universe. Every single thought. The vibrations set forth have an impact on the universal vibration and will create certain impact.

Yes, because our actions are subject to our will. Here i would like to recall a line from a lovely poem I read in the 10th grade. It said,"Success begins with a fellow's will."
If we sin, it is because we are willing to sin. If we resist temptation, it is because we are willing to resist it.
If we will to sin but for some reason are unable to sin, meaning if we have already thought of stealing something but were unable to steal because someone interrupted us, it means we have already committed that sin b/c we gave it our full consent.

It depends on what kind of change you are discussing.
If it's an outer-change, such as a world change which is outside your own personna, then I do not know, however if it is an internal change, such as to will yourself to stop eating so much or to change from being angry or depressed all the time...I do believe it is very possible.
We control our own outcomes in this world.
