First of all i think you are a great guy wanting to help your friend.Let me say that if your friend likes this girl,he should not hurry and just relax.After slowly convincing her that he's a really good guy he needs to intimidate her.Eventually they will go on a date.

friends are the best way to get conversations started. since hes shy, suggest going with him to talk to her, then let him break the ice. and slowly back away as they get carried away with each other.
