Just wondering if after chilled does jello go back to a liquid state? If so how long would it take and how?

Here is your Colloidal Chemistry 101.
Jello is a kind of protein.
It forms a colloidal dispersion in water. The dispersed phase is the jello (trademark of course) while the dispersion medium is water.
When the colloidal dispersion is cooled down in a refrigerator it becomes a gel. At room temperature the gel becomes a colloidal dispersion again.
This is the reversible property of a gel.

NO, the jello stays solid, only if left out the water may sweat out of the jello.

Yep! I only know this from personal experience. My children have left their half eaten bowls of jello on my counter at night and in the morning they are watery again.

stays as jello as long as you keep it chilled,left at room temperature it will again turn to liquid.

Leave it in the fridge long enough and it'll start to go runny and end up like a bit of rubber
