Very rarely.
There are some big procedures, like abdominoplasty, where fat and skin are removed, but even in the big ones, only about 8-10 pounds of fat is taken off. I did see a paniculectomy (removal of the big hanging down apron of fat) that took off 37 or so pounds, but the patient was over 300 pounds to start with, so it was still a drop in the bucket.
Liposuction is really meant to improve contour, and may remove a pound or two, but not much more.
During surgery, you get a lot of fluid, so your weight may even go up right afterward.

it depends on the procedure being done, if someone has a rhinoplasty (nose-job) then no, if someone has lipo or a tummy tuck w/ 15 lbs of fat taken away, then obviously.
