I USED to have very frizzy and dull unshiny hair. But now I don't. I use Garnier Fructis Sleek and Shine Shampoo and Conditioner. I've really noticed a difference in my hair. My hair also likes to poof out...if you have a poof problem, then use Sunsilk Anti-Poof Cream (its in a blue bottle). To stop from frizzy hair, I'll use Garnier Fructis Smoothing Milk, it works great. And for the shine, I use Garnier Fructis Shining Spray.
This is my routine:
1. Wash and Condition Hair with Garnier Fructis Sleek and Shine.
2. Towel Dry My Hair
3. Brush through my hair when damp.
4. Apply Sunsilk Anti- Poof Cream
5. Apply Garnier Fructis Smoothing Milk
6. Blowdry My Hair
7. Style
8. Spray Garnier Fructis Shining Spray onto my hair.

You didn't say what kind of hair you are dealing with? Assuming it is chemical free I would start with a good chelating shampoo. One made to "de-gunk" your hair. Then make sure you use professional quality hair care. ALL of the drug store brands use a type of wax made to make veggies and fruits shiney. It's one thing for food...quite a waxy mess for hair. It's how they call it "natural". It's also why your hair gets harder to clean the more you use it. Whoever mentioned it? Biosilk is great. There's also Pearatin, Super Skinny, Laminates, and quite a few designed to keep the hair shiney and healthy. As a professional treatment you can get a Cellophane...It comes in clear and multi colors to enhance or simply add shine. It only lasts a few shampoos, but it's a nice treatment, and it acts as a deep conditioner as well. There are different brands, but it's all the same treatment.

i just saw these 2 tips tips on tv the other day, and have yet to try them. 1) mix smushed avacado and coconut cream (not milk) together, apply all over to hair, let sit for 20 minutes, then rinse in lukewarm water 2) in a spray bottle pour beer (preferably light ale) and mist over hair liberally --(don't rinse) not sure if hair will smell that bad, but the lady on tv sounded really positive about this
