It seems like they always use arm punches and don't pivot their rear leg and put their hip into it., and I'm not just talking about the jabs.

Look at Ali when he was young, particularly the fight where he knocked out Sonny Liston, His hands are at his waist the whole time. He looked great doing it and was the greatest heavyweight ever, but his mechanics were horrible.

Mechanics are for good, average, and below average boxers. Only the physically gifted like Ali can get away with using poor mechanics.

Good sir, mechanics has nothing to do with where you hold your hands when seperated from your opponent, it has everything to do with the way you counter, jab, throw a hook and of course footwork. These are the things that should be looked at when determining mechanics. Holding his hands by his waist was Ali's way of taunting and proving how fast and skillful a fighter he truly was.

Have you ever seen tapes of Jorge Paez Sr, Naz, Emanuel Agustus, Pernell Whitaker and most recently Ahmir Khan? The answer to your question is NO, boxers use what's best for them proper or not.

Of course not, nobody ever "always" does anything. The closest boxing ever got to a guy "always" using proper mechanics was Alexis Arguello, and even the best make mistakes.
