Use a GIF animator. There's a free one at http://www.jhepple.com/gif_animator.htm

NOTE: Once you animate the jpegs, they will be converted to a .gif file.

the simplest is to make the images into gif file. usually the size is small enough for web uploads and you don't need plug-ins for your browser to view it (i know most browsers are now equipped with flash player, but making a flash file (.swf) is not easy)

just download a gif file maker. you can put the picture sequence and it will generate the gif. it will usually allow you to set the speed of the animation. make sure you have the width and height of the images in uniform or if the background is transparent make sure you select a point to which each images will refer as a mark (static point so the images will animate smoothly without looking odd)

if you're doing a simple and small animation i suggest you download a free one. if you're just going to use it once (for the jpeg files you currently have) then downloading a demo or shareware would be enough. you can uninstall it later.
