My honey do shower had a country theme also, we actually used hay bales for seating, instead of chairs! Everyone thought it was adorable!
Also, we iced down canned sodas and beer in the big galvanized tin buckets and spread them around the area, sitting on hay bales of course!
Use the red ad white table cloths of course and you can also incorporate or mix it up with table cloths made of feed sacks, try finding on bay, or check with an area feed store for left over bags! And also, don't forget your red and blue bandanas (they cost like $1 for a 2/pk at Walmart) And denim! You could use bandana's for your napkins!
I also think you should try vintage stores or thrift stores for cowboy hats, boots, bandana themed items!
Hang Mason jars, filled halfway with sand and then add a long burn votive (so it isn't burnt out in like 45 minutes!) and then tie on some floral wire or hay string and hang them from trees or rafters or whatever you have! Great atmosphere!
Use oil hurricane lamps as your centerpieces for the tables or at least on some of them!
Have a few picnic tables for guests to sit at!
You can use clay flower pots with mums or something in them, for CHEAP flower arrangements, tie with a ribbon around it and you're done!

You could go to Goodwill to get used cowboy boot clean them well put some kind of liner in and use them to hold floral arrangements you could also use aluminum buckets for that as well. The theme of your wedding lends itself to casual food, fried chicken, tater salad, biscuits. Instead of buying soda ya'll could just have sweet tea or lemonade. Heck depending on how country you are and how many people are going it could be a potluck sort of thing - I know it's sort of tacky but I live in the country and this is not at all unusual. Maybe for the wedding favors you could use those little organza bags like you can get at the dollar store or wal-mart and fill it with p-nuts and attach a little note or just a little tag with your names and wedding date on it. Well I hope that helps a little and you don't think I am super tacky,
Best Wishes

Try ruffles made out of crepe paper and balloons! that puts a little western feel with minimal cost.
