I looked it up on the web... doesn't appear to be like "Secret Police." I mean, if it were, they wouldn't have a website all about them...

I'm a police officer, and I've never heard of them 'till I read this question.

I think you mean LEIN (Law Enforcement Information Network). It is a computerized system that active warrants are placed into for officers to check when making a traffic stop, arrest, etc. It is also used to disseminate information to officers and different police agencies in a quick manner.
