Like in NYC, do you get the state tax you pay back with your federal tax return?

No, Federal and State (and City, for NYC residents) are separate returns. If you paid in more than you owe you'll get a refund. If you paid in less than you owe, you must pay when you file your return.

If you had state/local taxes withheld from your wages in excess of your tax liability, then yes, you would receive a refund of the excess taxes. The refund would come from NYS, not NYC.

This is separate from your federal tax return. You need to file a NYS tax return in order to claim a refund (IT-201).

You have to fill out a separate form for the state. It depends how much you made and how much you paid into it.
