I know someone that is driving without a license and owes $800 in fines, outstanding for months. How can they still be driving around without paying on their fine. They've paid nothing. How are arrangements made so they don't go to jail if they are picked up again?

OK, first off he may just not be going to court and they have issued a bench warrant on him. Second, he may have made arrangements with the court and is paying a couple of dollars here and there. Nine out of ten they have been issued a warrant, police don't go looking for people who owe for tickets, they wait for the person to get pulled over etc. The person can easily check to see how much, they owe by simply calling to the court and finding out(Will stop the police from putting you in custody at that time) You can also go to the police department asking for help with the situation and telling them you need a new court date and more time to get the money to pay. The person will owe a lot due not paying. Court cost, warrant cost, cost of getting license back.

If this were to happen in Michigan no warrant would be issued, rather the sec of state just suspends his license and he will be jailed the next time he is pulled over and if no one is with him his car will be towed as well. Then he will go before the judge and they may make arraignments on the amount owed but he will be out of his license until has pays the state their fee so as you can guess this may add up to much more then 800 dollars.

A lot of people don't even know there is a warrant out for them or if they do they ignore it. Sooner or later and lots of times its a lot later, they may get stopped for speeding, running a light, etc. Then the officer puts their name in his computer and it come up this person has an outstanding warrant. Its then, directly to jail.
We asked a police officer once, why they were so lapse in hauling in people that had warrants out for not paying their fine.
His answer was this and I quote. There are so many of them out there.....it costs the state a lot of money and time, trying to get all of them and we know its just a matter of time before they get picked up for something, speeding, light, etc....we will have them then and to jail we take them. Then its pay up or sit in jail.

Depending on where you are, it takes a very long time to issue a warrant. I had a ticket in Houston, TX and forgot about it. It was over a year and a half before a warrant was issued for me.

I would have to say it depends on the money in the city/county. Beverly Hills goes right to your work and arrests you, Barstow waits up to 3 years. Politics my friends, politics.....

He can't get a warrant issued until a judge orders one. This means he needs to get caught, or not show up for a court date. Other than that, he can drive all he wants, it's just not legal.

Ah, was the ticket issued by a city pig, a county pig or a state pig? This makes a big difference as to who will issue the warrant and if they have it on their record where.
