Supposed to make your system faster. You can make your PC run slower all by yourself by using wallpaper and screensavers which run constantly in the background, by loading more programs than you need at startup, by not running a Disk Cleanup, Scandisk and defrag regularly, etc.

If you don't have the minimum hardware requirments... sorry to say your SOL...
