Longman Advanced Dictionary of American English (assuming you want to learn American English and not British English.)
Trust me on this! It is far and above the best dictionary available for second language learners, and it is the one used in ESL classes at our university and most of the community colleges in this area.

I'd like to recommend Oxford Advanced Learners' Dictionary, one of the most famous and widely-used dictionaries since its inception nearly 60 years ago by Hornby, Gartenby and Wakefield who agreed to complie an English-English Dictionary for students of English as a foreign language since they thought those monolingual English dictionaries were primarily meant for native speakers, thus such dictionaries were not appropriate for the students whose language contexts were different from the people whose mother tongue was English. Now it's in its 7th or 8th edition.
You'd find this Dictionary highly informative with clear definitions, not too difficult phonetic symbols for each entry, understandable examples regarding how to use the entry, good diagrams and pictures, etc. I first used it during my secondary school years and still use it now as well as other distinguished ones.

"The American Heritage Dictionary: College Edition". Oor an edition bigger than "College", if you want - but this edition will cover pretty much anything you might want to look up and is still compact enough to be easily handled/carried.)
