How do you make your own pop up windows?

Question

you know how you go on some websites and there is a interactive game that says "dont click" but you clicked it anyway and a series of pop up windows appear saying stuff that the owner of the site typed?

is there anyway you can do that for free without buying any software?
sorry long but i want to know

Pop up windows can be deisgned using any Image Editing Software like Photoshop, Flash etc.

And all Web Languages like HTML and Java and Applications like Dreamweaver and Frontpage would allow you scripts and tools to use popups and control them.
