the easyest way is to accually do it in paint, i think you can do it there.
if not you can re-size it in adobe photoshop there is a tutorial for download at there site

irfanview will let you do this. Obviously you can only practically do this is you are making the Res, lower or lesser in size than the original image.
irfan also has a batch processing feature which will let you change as many images as you want automatically. Very fast and effective. I love it! :)

try Adobe Photoshop
- open the image in photoshop, then click on IMAGE menu, then click on IMAGE SIZE... nw u can change the resolution of the opened image...
