country of origin-vehicle license plates?

does anyone know if the license " P xxxx xxx " is a plate from england? where P is the letter and x's are numbers of a license plate. if not, which country could it be?

what were the colors of the plate?

That is almost the correct numbering sequence for license plates from England back about 1999. They would have been Pxxx xxx. The back plate would have been black letters on a yellow background, front plate would be black letters on a white background.
