Unless you want it to look very funny, you need a camera with a self-timer function. Most cameras have this, read the instructions on menu settings.
I suggest you sit on a chair, that way with both your position and the camera position fixed, you can then take repeated shots to refine the framing and pose. Tape down or other wise firmly fix the camera, else the framing will change after every shot.
Take care that the background is something that the graphic designer can easily work out of the picture. I suggest a dark colored sheet that you hang up behind the chair by a few feet so it is out of focus. A white sheet will reflect too much light so your face will be dark and underexposed.
If you want to experiment with a lot of poses, some digital cameras have a video out. Put a video monitor near the camera position so you can move your eyes back to the camera without moving your head after setting up the shot.
This will be fun and cost nothing. If it doesn't work out, there is always option B.

Kudos to you for saving a buck...portfolio pictures are outrageously priced. If you are a true model and snap shot will do. If it is for a pass port spend the money, as criteria is very clear and it will hold up your passport if it is not right.
I have had lots of fun with digital photos, and graphics myself and yes it can be done. To look professional, proper attire, clean cut, not piercings and a slight smile.
Not having a tripod in a controlled setting is no problem. Set camera on something sturdy and at the right level. The fun of digital is that you can try plenty of shots to get just the right one.

I would try to get someone else to take the picture for you. It's very hard to get professional-looking shots without a tripod when you're alone.

To make it look professional, just be sure to look neat and stand straight. If this picture is for like a portfolio i'd suggest to shell out the money, but otherwise its a good idea.

you should be able to get satisfactory results, although I don't know what end product is intended -- this should dictate the type of pose you take.
