There are several forms of etiquette for tipping. You can tip at the time you drop it off to maybe insure that they do a good job, or after you pick it up IF you know that the person is the same one who did the laundry. BUT you should NEVER tip the owner.

I would tip the person who actually did the laundry. Especially if you are happy with the service. If you go there regularly, make sure to be generous on the holidays. (Xmas)

No. Tip only the people who do things beyond what they are already getting paid by their boss to do.
