Do I have to bleach or lighten it? I don't care how long it lasts or how dark it is, as long as you can still tell it's blue. Is there anything I can do myself?

I would bleach out the streaks as light as you can get them. You definately want to let it ge lighter than orange. Then put the blue color over the lightened pieces. This is good because the blue will be very vibrant, yet since blue isnt a natural hair color it will fade fast no matter what you do and it may fade greenish. But you could just keep some extra blue and do it once a week for a while and it will stay more.

I would think that you'd have to bleach it to a neutral color first and then die it - otherwise the blue is compromised by the dark brown.

You'd have to obtain the peroxide and bleach, and the dye. Depends on the laws of your state. In MA some of those items are not available unless you hold a beautician's license .
