I know I like her more than the other guy. He won't even talk to her person to person. Some times I catch her looking at me, but I don't know if it means anything. I would at least like her to be my friend. I think about what I want to say to her, but when I see her I can't say a thing, What should I do???

You need to pump up your courage and just talk casually with her. Ask her if she'll join you for a Coke or something like that.
You won't win her if you are too shy.

Is this other guy a friend of yours? If yes, wait until they have split to make a move. If not, the hell with him. Tell her that you are interested in her, and if she ever breaks it off with whats-his-name you would like to take her out. If she has any interest in you at all, you will be on her mind.

You should get some guts.
You cannot get the girl until you are able to be a man, and do the asking. That is the best way, and it is the easiest way.
