This is a prophecy of the Messiah, Jesus Christ, being born. The part about the government being upon his shoulder is alluding to the authority of Jesus Christ and His millenial reign as King on the earth.

"And because he said unto them that Christ was the God, the Father of all things, and said that he should take upon him the image of man, and it should be the image after which man was created in the beginning; or in other words, he said that man was created after the image of God, and that God should come down among the children of men, and take upon him flesh and blood, and go forth upon the face of the earth—" (Mosiah 7:27, The Book of Mormon.)

It refers to Jesus

He is called Mighty God, not Almighty God. Jesus never thought of himself as God Almighty, for he spoke of his Father as “the only true God,” that is, the only God who should be worshiped.

The title “Eternal Father” refers to the Messianic King’s power and authority to give humans the prospect of eternal life on earth. (John 11:25, 26) The legacy of our first parent, Adam, was death. Jesus, the last Adam, “became a life-giving spirit.” (1 Corinthians 15:22, 45; Romans 5:12, 18) Just as Jesus, the Eternal Father, will live forever, so obedient mankind will enjoy the benefits of his fatherhood eternally.—Romans 6:9.

The Messiah, or Christ (Anointed One) Jesus

"For there has been a child born to us, there has been a son given to us; and the princely rule* will come to be upon his shoulder. And his name will be called Wonderful Counselor#, Mighty God+, Eternal Father&, Prince of Peace@. " Isaiah 9:6 (New World Translation)

*Or, “the princedom; the rule as prince.” Heb., ham·mis·rah′; Gr., he ar·khe′; Lat., prin·ci·pa′tus.

#Lit., “Wonder (Miracle) of a Counselor,” or, “Wonder, Counselor,” M; LXX, “The Angel of Grand Counsel”; Sy, “Wonder and Counselor.”

+Or, “Mighty Divine One.” Heb., ’El Gib·bohr′ (not ’El Shad·dai′ as in Ge 17:1, where see ftn); Sy, “Mighty God of times indefinite”; Lat., De′us for′tis.

& Or, “Father Forever.” Heb., ’Avi·‛adh′.

@ Or, “Peaceable Prince,” that is, a prince giving peace.

Regarding this government, Jesus taught his followers to pray: “Let your kingdom come. Let your will take place, as in heaven, also upon earth.” (Matthew 6:10) As we will see later in this book, God’s Kingdom will soon remove all the governments of this world, and it itself will replace all of them. (Daniel 2:44) Then God’s Kingdom will usher in an earthly paradise.

Messiah, Christ Jesus, God's son whom he has anointed as King of his heavenly kingdom / government.

And Jehovah God proceeded to say to the serpent: “Because you have done this thing, you are the cursed one out of all the domestic animals and out of all the wild beasts of the field. Upon your belly you will go and dust is what you will eat all the days of your life. And I shall put enmity between you and the woman and between your seed and her seed. He will bruise you in the head and you will bruise him in the heel.
(Genesis 3:14,15)

Satan had just enticed our first parents to be independent from God. That ^ is the first recorded prophecy of God's kingdom / government through Christ.

“And in the days of those kings the God of heaven will set up a kingdom that will never be brought to ruin. And the kingdom itself will not be passed on to any other people. It will crush and put an end to all these kingdoms, and it itself will stand to times indefinite; forasmuch as you beheld that out of the mountain a stone was cut not by hands, and [that] it crushed the iron, the copper, the molded clay, the silver and the gold. The grand God himself has made known to the king what is to occur after this. The dream is reliable, and the interpretation of it is trustworthy.”
(Daniel 2:44,45)

Daniel ^ had just interpreted the King's dream about the future of the world powers.

This is simple.

This means that Jesus is going to be born and the Governments will try to destroy him. He is God, The Father, the Holy Spirit. And He is the Savior and the Prince.

It refers to the crown prince. The Son of David. I don't understand why Christians can never think or study beyond "Jesus." It's like they have been given some horrid brain blockage against knowledge, accompanied with knee jerk reaction to any question that may have something to do with that gentle Rebbe.

If they weren't so pushy and hateful they may even learn something of their own religion outside what their Shouters tell them.

Acts 9:9 for 3 days he replace into blind, and did not consume or drink something. Acts 13:11 Now the hand of the Lord is against you. you would be blind, and for a time you would be unable to work out the sunshine of the sunlight." Proverbs 29:13 The damaging guy and the oppressor have this in straight forward: The LORD supplies sight to the eyes of the two.
