There are two ways you can do this
1) Cut off the top
Cut off the bottom
Stand up the pepper
Make a vertical cut in the pepper and unroll it
Using the point of a knife remove the ribs and seeds
Cut into julienne strips
2) Cut a small piece off the bottom so the pepper doesn't rock
Stand up the pepper and cut downward along the sides
Turn the pepper and repeat for all four sides
You should wind up with 3 or 4quasi-rectangular pieces of pepper and a core which contains the ribs and seeds
Throw out the core

Just pop the peppers open or use a knife to cut in half and strip the seeds out by hand under some running water.

You take a knife and cut a circle around the stem. Then simply remove the stem and the seeds will follow. Rinse out the pepper to ensure that no seeds were left behind. :)

Stand it up on the small end
Cut it in half from the top to bottom
Use your hand to pull out the seeds, or shake them out.
