Start with the weather, this is always a good ice-breaker and is a very safe subject. Comment (kindly) on the surroundings and the food. It is okay to ask someone what they do for a living and /or hobbies.
Avoid, at all costs, subjects of Religion and Politics unless you feel safe with the person, and NEVER express negative opinions about anyone there. If this comes up in the conversation from the other person, ignore the comment and change the subject to something safe i.e. Do you like the color green? I think its a great color and has so many shades. It sounds off subject but gets the point across subtly that you don't want to talk about the prior negativity.

Look back at them and smile, if they are looking at you then obviously they are interested in you and would like to talk with you. If you are at a party, you can open the conversation with something like " Isn`t it a good party ? / Do you know anyone here? it dosen`t really matter what you talk about to get the conversation going. If you are feeling uncomfortable, you can always excuse yourself to go to the `ladies room`, or pretend to choke on your drink and go to the ladies, or wave at someone else in the room and excuse yourself ( it dosen`t matter whether you know the person you wave to or not ) you can just go over to them and explain to them then, and there you have met someone else ! It is a matter of confidence whenever you have to speak with strangers. It helps to know that they must also be feeling nervous.

Introduce yourself by saying "Hello, my name is Scott" and if you don't know most people in the room, say "..and I don't know anybody here, what's your name?" Next you might share something interesting about yourself to get a conversation started, like " I just moved here from (where ever), have you lived here long?" or "When I'm not working, I enjoy motorcycling (or what ever), how about you?
