I have even deleted the software programs that created them and they keep duplicating themselves. How do I get this to stop? 98ME

Oh, you poor, poor person still using Windows ME one of the worst versions of Windows ever published.
It sounds like you haven't removed all of the program yet or you are infected with a virus that keeps putting itself back up. If you are talking about an AOL icon then you just need to keep deleting them and after a few times they will go away. AOL takes pride in being a super pain in the rear end.
I would suggest that you try and find a copy of Windows 98 or Windows 2000 and install that on your machine.

Virus may be affecting your desktop, and wont let you keep your changes? Try AVG and scan your computer, if that doesnt work you have a crazy possesed computer that has letting go issues.
