Yes it is called thryotoxic psychosis or thyrotoxic storm. Psychiatric disturbances associated with hyperthyroidism include mild, agitation; moderate, delirium, psychosis, marked lethargy; severe, seizure, coma.

It's possible. High or low thyroid hormones can lead to mood changes or psychosis. Low thyroid hormone from birth can lead to mental retardation (Cretinism).
