My ex handled it by throwing stuff (softly) back at my son.
That was a game to him.
Then my 13 yr old niece thru the race car back at him, hit him in the forehead hard, cry cry cry, no more throwin at the face.

She was punished btw.

I also had this issue. My sons favorate toys are balls....when he would throw them intentionally at someone I'd tell him no the first time and if he did it again i would lightly tap his head so he knew what it felt like then take the ball from him for 1 day. I know that he wasn't old enough to realize it was goine but once all the balls in the house were in the pantry( the only place in my house big enough to store taken toys) he get the hint. Now he knows that when a toy is taken to the pantry he has been bad and that that toy is gone for a while. Now it is up to two days grounded and it seems to have stoped the mistreating of toys.

I would take whatever he throws away from him and not give it back for awhile. When he goes to hit your face, grab his hands, make sure you get eye contact and say, "No hitting." Stare him down until he looks away. If this does not work, then I would say it's fine to walk away from him and pretend like you're playing with his toys and point out how much fun you're having. Make comments like, "I won't get hit over here" and "it's sad that ________ can't play because he hit me." He will slowly start getting the message. This is very common for kids your son's age.

Put him in the crib, leave the room, and take away all attention from him for a good 5 or 10 minutes every time he does this. If you are out in public you can use the carseat for this. It's a phase, but that doesn't mean you have to wait for him to outgrow it at his own rate; you can speed it along a little with consistent consequences.
