Well... to me I believe it's 75% personality and 25% looks (meaning if they're clean and dress well)

And I'll answer this according to my 'dream' girl:

Hair - Brunette
Eyes - Brown
Height - 5'5-5'6
Personality - Someone with a sense of humor and intelligence! A girl who'd enjoy many of the same things I enjoy (Jazz, old movies, Opera, literature, etc.) A lady who is ambitious and has goals in life. Witty! That's what comes to mind right now.

as much as men try to deny it. we do look for someone to lean on. we may seem like emotionless bastards sometimes. but no one is without them. trust me. we are just afraid to show them. so i guess that do we want in a girl. hmmm well we have to be able to look into your eyes and feel safe even if we dont need it. a shoulder to cry on. someone to share our dreams and hopes, and someone who isnt afraid to show that they care about them. someone who understands that we are men and get jealous so takes that to mind. yea looks are important but eventually it all goes down to who you are inside. we wanna be able to holds you and feel like we never have to let you go, and smell last nights shampoo. they have to be considerate and melt us with your touch. as much as we hate to admit it. this is about it. some may say that looks is all that matter, but all they will find is misery and loneliness, and girl that isnt the type of man you want to be with anyway. so that sums it up. hope it helps
