Yes.

Actually the passages from 1 Samuel are the prophet Samuel speaking the words of God. The passages from Luke and Matthew are quotes from Jesus. The passage in Luke is a character in His parable, but he really said both the statements in Luke and Matthew.

People shouldn't find that surprising. Scripture proclaims a God of both mercy and justice.

christians will give some vague or misleading answer. They will notice you point and then turn it around to mean something that it actually does not. They see the Lord as all good, so how could he do anything bad. They forget that he wiped out an entire population except Noah. They forget that they claim that he gave us diseases. If he gave us diseases, then he is constantly making new ones for us.
I do not know you answer for sure. I am not a believer of the bible, but can assure you that they will have an interesting answer.
