Not really. "Chatspeak" is most likely linked to laziness. Unless you make chatspeak a habit, it might formed into illiteracy. Haha... I remember my teacher telling my class a story about an e-mail she received from a job applicant. This person wanted to teach in the English department, and this is what he or she wrote:

i am interested in the english position.

It was something like that. My teacher was pissed when she read that. Why would you hire a person to teach English when that person won't capitalize his or her i's in the beginning of the sentence?

Anyways, I used to do chatspeak when I was young. I thought it made me look cool. But now, it's really annoying.

If anything chatspeak is linked to laziness. the overuse of it could have detrimental effects i.e. business ventures or a college application but I dont think it can lead to illiteracy.

Chat speak can be fun and has its place, but it's a dangerous habit to get into when it comes to filling out job applications or college entrance forms! Also I believe it leads to being a poor speller and grammatically ignorant, which makes you seem poorly spoken in "like" job interviews. Like know what I like mean?

It's not specifically linked to illiterates, but it sure does make people look stupid and lazy when they use it.
