the one who is flirting with other girls is a player, the guy who isnt making a move on you might be just waiting for the chance to talk to you or see you when the other guy isnt around. some guys hold back if they think another guy likes you. i think you should choose the quiet guy

i think u should go for the quiet one. talk to him and try and be friends.. just take it from there. he prob has a better personality then the one that flirts all the time. hes wasting ur time.

get to know them both see who u could be in a relationship with longer the one that's always flirting with everyone might not be the right choice

you're question is a bit to high school for me but i would advise going after the one who looks bu tdoesn't talk. Try talking to him an dafter like a week ask him to do something with you.
