There really should be, but I don't think there are any. The "system" is supposed to check them out thoroughly before allowing them to foster any child and some of these really bad foster situations slip through by putting on a good front for the investigators. Somehow, we end up with both good and bad foster parents and the bad are sometimes worse than the real ones the kids were taken from before. It shouldn't be happening, but it is, all over America. There really needs to be a better way. It is for the well-being of the children. It indeed is an awful situation and needs to be corrected.

Sadly, no. Most states have more children in foster care than there are foster homes available, so they pretty much take anyone. Plus word gets around how horrid CPS is, and one false accusation later their life is ruined.

I am an advocate for CPS reform, and I've had my own dealings with CPS. One child was taken from a good home without even checking for evidence of abuse (another party reported a false accusation), and they kept him in foster home where he was beaten because he was white, was exposed to graphic porn, and sexually molested by the other foster children. The parents finally got him home after five months of fighting CPS.
