Get a copy of Cool Edit Pro.
They have a PITCH stretcher and many other funky audio filters.

Extract the audio from your video with Cool Edit Pro and save it.
In movie Maker, use your new audio instead of the original audio.

In the video effects window there is an effect called speed up, double. Apply that once or twice, and you'll have it. Of course, your video will be sped up as well, so you might want to record a slower take just for the sound and apply the effect, then export the audio only, then re-record your character's lips (if they move at all) to the audio, and import that and synch it to the audio. Hope this helps!

As for Mr. Spin's technique of shifting the pitch, it works, but not as well as the time speed-up. I made a video recently where I had to dub a voice for a smiley ball and make it high pitched. I don't know if it is the same using Cool edit pro, but I was using premiere pro, and speeding up the audio created a "chipmunk" sounding effect, whereas shifting the pitch made it sound like a castrated person being choked to death. Not very chimpunky, in my opinion.

If you have special movie programs such as presto video works 6 or maybe a newer versoin of windows movie maker then all u do is increase the speed of the video.
Depending on your movie maker there might be and thing that says like "audio options" and you click on that and there will be this thing you do to double the speed.
