Legal age in America = 18.
But it is still a good idea to respect mom's thoughts. Sit her down, and talk to her. You can't change her mind, but you can try to make her understand, and give her peace of mind about the subject. You can inform her that these days it's not as big a deal as it was 20, even 10, years ago. You can even offer to let her go with you, to show her that you are responsible, and not scared of getting one (even if you are...)
Make sure that where you get your tattoo is somewhere you are sure of getting it. A lot of employers frown on highly-visible tattoos (ie; neck, arms, lower-back). Consider this.
Also, go in before hand, and talk to the artists. Make sure that you are comfortable with them, and the environment. It's not good to go in on the spur of the moment and just get some random tattoo. It's permanent. Think about it for awhile, and make sure that the design you want, really is the design you want.
Then set up an appointment. You want something where you don't have to sit around for forever in the shop, this can freak you out...
Ask them to explain the process to you, and what they will do to you. Then get a price quote for your tattoo, you don't want a nasty surprise afterwards...
After all that, go for it!
I loved getting my first tattoo, and want to get a second one soon. (For now I am just playing around with Henna and Jagua tattoos. That way I can experiment with the placement of designs that I want to get. Plus, it's worth seeing my mom's reaction when I come home with a new temp. tattoo. )
I would even suggest using Henna and Jagua to see if you really like your design, and to test out the placement...and also to see what others say when they see it.

Like the people before me said, it IS your choice. But maybe you WANT to wait until you have Health Insurance, because there could be some consequences to this. Like what if something goes wrong while they're putting the tattoo on you? What if the needle is infected? And if you don't have Health Insurance, there's nothing much you can do about it. But, yeah, it is your choice. Maybe having a chance of getting infected or a big gash in wherever you're putting the tattoo at where they messed up at, or waiting until you have Health Insurance to get the tattoo.

If it's any consolation to you at all, I was 30 years old when I got my first ink...a life-size (5") 'ticked off Tinkerbell' complete with pixie dust and my mom was still pissed off with me! LOL I've gotten 4 more tattoos since then and she yells at me for every one of them!
That being said, she knows I'm not her. I'm my own person. I have my own family. But mother's always want what's best for their children. It's just that sometimes, mom's are uninformed on certain topics, or because something was 'taboo' when she was younger, she doesn't realize it's different now. Or maybe she just really cares about you and your future, wants to make sure you don't get something you'll regret later or put something so permanent in the wrong position (making it difficult to get a good job later, etc.).
You probably wont be able to change her mind...moms are pretty stubborn when it comes to that! ;) But maybe you could reassure her, tell her your ideas for a tattoo and why it means so much to you (I HOPE it has meaning for you!). Invite her to the tattoo shop with you and she can ask the artist anything she wants to ease her concerns. You never know, it might work!
Last bit of advice....don't rush into it. If you have to wait, wait. It's not really that big of a deal. Once you get it, you'll have it forever, so if you wait another couple years and you still want the same design, you can be pretty sure you won't regret it...and at the same time, your mom would be happy....or at least satisfied!

My best advice is to do your research first. Shop around once you've found the design you like best. Ask the shops you visit some questions, survey the shop, make sure it's clean, ask if you could see their autoclave machines, also ask if you can see a portiflo of the artist you want to do your tat. Your 20yrs old bro and your mom has no control over it your no longer a minor. Nothing will go wrong in the process of getting tattooed unless you choose an unprofessional one and trust me you'll know it when you see it. Also if the artist or your friends are rushing you to get tattooed tell them to back off!!! Because getting tattooed is a choice not something to be rushed. I already have three tattoos two of which were done 43 days after my first. They are very addictive so I suggest you choose wisely!!! INK FOR LIFE BRO.

I got mine at 19- and just didn't tell my mom... but of course, I didn't have any problems so I guess it was ok. Tattooing is pretty safe, as long as you go to a reputable artist (which means paying for it might be a bigger issue!). Find some info about tattoo safety to let your mother know you would like your work done safely as well and that you know what to look for in a shop.
You want to keep that free insurance ride as long as possible- that stuff is expensive! I totally understand your concern- because if the option is that she won't cover you, waiting until 25 is what you need to do!

It sounds like your mother has you on her insurance as you're in college. She probably writes you off on her taxes as a dependent too, right? I think this can be done until 25. It's not that unusual for parents helping out their kids in college. School now costs way more than it did for me.
I would say don't try to change her mind. Pick your battles carefully; this is one you want to wait on. Do a good job with your studies until you finish up and in the meantime really nail down what you want for the tattoo. When you finish school, get the tattoo for yourself as a gift. You're likely to be busy with homework and, soon enough, senior thesis/project anyhow.

I know Health insurance is a big deal in the US - but more importantly think about the fact you;re going to be stuck with the SAME thing on your body for ever. Think back 5 years agao, there was probably an item of clothing you thought so too cool for school - but now hideously out of fashion - same applys for tats. Look at tats from the 80s - those guys didn't know how dated they would look 20 years later!

ok, the others have said that your mom has no say but if she'll take away the health insurance then think about it. you can still get one but choose wisely where to put it
