There are 2 ways to keep the bird from biting.
make sure that your tiels wings are clipped so that he can't fly away when you try to get him to step up.

1) make a fist tucking your thumb under your 4 fingers. Slightly ben it downward. What this does is tighten your skin so that it is not as easy for the tiel to grab and bite you or draw blood. Then have him step up.
or
2) towel him. put a towel over his back and then swaddle him like a baby in it. many times they are a little frightened because they are restrained so they will not bite you when you try to scratch his head. You can do this in sessions with him. He'll finally get to liking the scratch sessions and become and tamer and tamer.

You need to make sure your birds wings are clipped. what this does is make them depend on you. which is the first step into building trust. You must spend time with your tiel in order for him/her tame down. 2 hours per day should suffice. hope this helps

As long as you are afraid of your Tiel he will sence it and will continue to bite. So to break this, when you try to work with him, hav a treat for him to eat even a piece of millet spray will work, he will show more interest in that instead of your fingers.

Birds can sence when people are scared and they will use that to their advantage will bite more.

The bird has to learn to trust you, without trust then there will be no taming and training.
