I have my wife's mother which is crazy and a control freak,my brother in law who is an alcholic,one of his son's.Seven dog's and a bird in a little two bedroom house and the mother in law think's she own's it and it is just a rental.And my wife is on all kind's of drug's and just sit's in her chair 24 /7 and rarely get's up and has gained at least 150 lb's.

I would start by going with your wife to the doctor and finding out what meds she's on and WHY... Then by yourself start looking for a new place for just yourself and your wife and when you find one you can afford put in the application and one day just up and leave your "complicated" in-laws to fend for themselves. I'd also find out if their "unique" behaviour is a genetic or environmental aspect (just incase you want to have kids later). If your wife won't go with you, explain that you can't live like that and she knows where you are if she ever decides that she wants to have a better more "normal" safer life. You can't force her but it will slowly break you down if you stay.
