Actually, in a sense she has already fallen. What we are talking about here is "false religion" A hundred years ago She could tell Governments or Leaders what to do, but not anymore, Governments are turning away from religion, they do not trust them anymore.
In the very near future, False Religion will be completely destroyed by World Governments or World Leaders.
“Get out of her, my people,” the Bible long ago warned. Out of what? “Babylon the Great, the mother of the harlots and of the disgusting things of the earth.” (Rev. 17:5; 18:4) Why get out of Babylon? “For her sins have massed together clear up to heaven, and God has called her acts of injustice to mind.” Who is this mother harlot from whom people should separate themselves?
Martin Luther and other leaders of the Reformation identified the Catholic Church and its papacy as Babylon the Great. What about the Protestant churches that sprang up as a result of the Reformation? The fact is, apart from their rejection of the primacy of the pope, some were not much different from Catholicism in church structure, and they retained unscriptural doctrines, such as the Trinity, immortality of the soul, and eternal torment. For this reason some preachers urged people to break free not only from the Catholic Church but also from the main Protestant church systems.
Bloodguilty Babylon the Great
Satan is “the ruler of this world,” “the god of this system of things.” (2 Corinthians 4:4) Part of Satan’s world is the earth-wide system of false religion he has built up for centuries, including Christendom and her clergy. The Bible calls this worldwide system of false religion “Babylon the Great, the mother of the (spiritual) harlots and of the disgusting things of the earth.” (Revelation 17:5) The roots of today’s false religions go back to the ancient city of Babylon, which was steeped in false religion and in God-dishonoring doctrines and practices. That is why the counterpart of ancient Babylon is called Babylon the Great, the world empire of false religion.
Regarding religious Babylon, God’s Word says: “In her was found the blood of prophets and of holy ones and of all those who have been slaughtered on the earth.” (Revelation 18:24) How are this world’s religions responsible for the blood of all those slaughtered? In that all these religions, Christendom’s churches and non-Christian religions alike, have supported, condoned, or even taken the lead in the wars of the nations; they have also persecuted and killed God-fearing people who disagreed with them.
Satan’s world, his organized human society, is made up of various closely connected parts. An important part is false religion. In the Bible false religion is represented as a “great harlot,” or prostitute, with the name “Babylon the Great.” She is a world empire, as shown by the fact that she “has a kingdom over the kings of the earth.” (Revelation 17:1, 5, 18) But what proves that Babylon the Great is a religious world empire?
Since “the kings of the earth” are said to ‘commit fornication’ with her, Babylon the Great could not be a political world empire. And since the “traveling merchants” of the earth stand at a distance and mourn at her destruction, she is not a commercial world empire. However, that she is really a religious empire is shown by the Bible’s statement that by means of her “spiritistic practice all the nations were misled.” Revelation 18:23
Also proving that Babylon the Great is a religious empire is her relationship to a “wild beast.” In the Bible such beasts represent political governments. And it is a fact that throughout history religion has been mixed up with politics, often telling governments what to do. She has indeed exercised “a kingdom over the kings of the earth.” Revelation 17:18.

Well, in a sense she has already fallen. Babylon the Great has not the power it had before. Now governments are separating themselves from religion and not allowing religion to affect their rulings. For nearly 1,500 years popes put kings on the throne and off them. Religion had it's hand in everything. Babylon is falling alright. What is left is that the Beast will certainly devour her, which means that the governments are going to turn against religion. That hasn't happened yet, but I can see it building up. My opinion is that it might start with outlawing Islam (most people connect that religion to terrorism). Who knows. Only time will tell.

Yes, only the Lord knows.
However, it happens before Armageddon, which comes at the end of "the Lord's Day." From plenty of scriptures it can be shown that we are living at that time now. Unfortunately, I'm feeling too lazy to go into that right now. But at least I did gave you a better idea than those other answers.
