For example: I want to have all numbers in a particular sheet to have 3 decimal places. Is there a way to set that as the default for the whole sheet?

CTRL + A then CTRL + 1, click on number, category: number and set decimal places to 3

CTRL + A selects everything
CTRL + 1 brings up the format cells command

Bonus tip:
If you file>save as, save as template (*.xlt), then you can open it everytime you want those settings, you can just put a shortcut to it on your desktop and use it when you want that format.

Yes. Right-click on the cell above 1 and left of A. This will select the entire sheet. From there, click format cells and then set the decimal positions.

Yes, you can change the default settings.. just click on tools menu ->> options -->>Edit Tab -->> Enter the fixed decimal value ( like in ur exaple.. enter 3).

Thats it, you r done.

Note, once u set this up.. you need to enter all the values with three decimal places.. so if u enter just 2, excel will consider it to be 0.002

1) Select All of the cells using the SELECT ALL command in the edit menu

2) Format>Cells

3) make your formatting adjustments
