In your case it is because the amount of time and effort that would be required answering has no sufficient payback. you are either clueless about the assignment or have a mental block. The real question is why haven't you spent more time on studying and answering the question and less time playing the victim? Some things you have to do yourself. Essay questions are generally of that variety.

You should get a tutor as that will help you with your homework. If it's math I can't help you as I am not good at math.
