He's a MAJOR companion bird and he loves to me to rub his neck... I'll have to grab him to get him out of the cage, or just wait holding the cage door open till he climbs out, then carry him to the bathtub to try nd get him to step up...If I put my finger and put up on the area above his feet, he'll back away, then put his head down and wait for me to pet him. I'l ignore him, and he just sits there, doing the same thing. I'l return my finger and he'll just keep his head down for me to scratch it...

First question....is your cage large enough? Alot of times the doors are too small and they are nervous to come out of it on your finger. so, that may be a problem. As for stepping, tiels are usually very easy to train. Since your tiel is already tame you don't have to work on trust because he already has it I'm assuming. he's spoiled and wants his scritches :) So! no scritches until he steps up. don't just offer your finger. Physically touch his body with your finger. (right above the legs on his chest) As you touch him say 'step up'. If he still will not step up, make him. put your finger against his chest and keep pushing back. He will either step up or fall of the perch. He WILL step up. As you force him to step up remember to say 'step up' and praise him with those scritches that he loves so much! Then tell him 'step down' turn your finger just a bit so that he loses balance and steps off. Then praise and scritch. do this in 15 minute increments. I just about bet that he will have it in the first 15 minutes and within a few days you won't even have to ask him to step up. he'll do it when you offer your finger. Hope this helps.

Try putting some type of platform outside the door so he can come all of the way out on his own. From my experience most teils don;t like to be caught in there cage but like to come out on there own then they should come to you when to approach them. I may take a little time for him to get the courage up to come all the way out own his own but he will.

Try holding a piece of food or anything that will make him want to move forwards to your finger.
