Highlight the section you want to make lower case. On the tool bar, go to format, change case, lowercase

As mentioned, make sure the cap lock key is not in play. When the cap lock key is depressed, a light will go on on the keyboard, either at the key itself or usually on the right hand side.
By the way, this function of upper and lower case via the keyboard applies to every program that you type in on the computer, not only Word.
There is in rare cases, some fonts (typesyles) that only have Capital letters, no lower case at all

Select the text you want and then choose the Format > Change Case option from the menu bar.
