let it layerd and get some blond highlights... and her "shaggy bangs" aka emo bangs it doesnt mean that ur gunna be emo or anything(hilary duff has then) its basically when u put 3 quarters of u bangs n one side and 1 quarter on the other, and then ur bangs are also on a slant.

I agree with catlover....shave it completely bald. be confident with it and every guy will want to date you. you will look like a model or african princess.
