When the snow is melted, the ground is not frozen, and it's not so cold that only the idiots want to golf. Here in Georgia, we golf all year around. In mid-December it was warm enough to golf in shorts. Till then, work on your putting. When I lived in NY state, I'd have to wait till April. If you're in Colorado or Alaska or something, then it'll be even longer. Your location would have been a plus to know about as well as the weather patterns.

The biggest factor in deciding when golf may be played on a course in the northern climes is the status of the greens; meaning: are they frozen or not?
Even if there is no snow, a green surface can be frozen fairly deep down (sometimes as much as 3 to 6 inches below the surface). If shots are played to a frozen green, the impact from the balls landing, and especially the weight of hundreds of player footsteps on those greens, will cause severe damage to the root structure of the greens. An average player will leave hundreds of footsteps each time he or she plays their ball to a green and two-putts.
Therefore, courses should open up as soon as the greens are completely thawed out and the threat of frost and frozen greens has passed.

In the warmer climates, as soon as it is light enough to see. In the colder climates, when the course is thawed.
